The reason is: when the foil is rolled out, the dull side is the side that is not against the rollers. The shiny side is shiny because it is the side against the rollers, the friction causes this side to become shiny and "polished.

I read in the "Prepare A Hookah" link that you should smoke on the dull side because of health reasons, this is not true at all. The foil should be big enough to cover and you should make some holes on it to shisha tobacco can receive charcoal heats. The foil to foil side has a matte and satiny finish, but the foil to roll side is shiny and bright because it has been in contact under high contact stresses with the polished rolls during rolling. I do shiny side down out of habit. I used to make sure i did shiny side down thought it kept the heat in but then I realized that it didnt make much of a difference and I stopped caring. I just checked my hookah and the shiny side is down, guess its habit Gotta do shiny side down.
